If a city does not want to consider the impact of traffic on the community and the impact of a big box store on the business climate, why not just change the name of the city to "Wal-mart" and let them run the town. The judge in this case seems to think that because he can read the english language, he can do as he wants and can disregard the requirement of an impact study.
