In an opinion piece, Dave Zweifel of the Cap Times says that Iraq has drained the National Guard. In fact, the best equipment they have is not available for response to national disasters. The system of state national guard helping neighbors is a patchwork of old plans that does not work effectively. He urges a rethink of the use of the Guard.
