Watercooler: Should under 18yr drivers with learners permits be banned from cell phone use while driving?

A legislative panel has recommended that the graduated licensing rules be broadened to prohibit under 18 yr. drivers with learner permits from talking on a cell phone for other than emergency purposes.

  1. Oh please, is this a trick question.?
    No one under the age of 18 with a probationary license should be allowed to drive and talk on a phone. I really think their needs to be more restrictions for adults who think it is necessary to have the phone stuck to their ear while driving. Twennty years ago people managed to drive and talk to know one except the person sitting next to them in the car. I miss the good old days.
