One of the problems that has been written about for almost a decade now is the excessive use of LTE's, not as temporaries, but as a means of hiring employees and then denying them benefits such as health care.
The churning of LTE's by moving them to other LTE positions rather than making them permanent employees has been considered by some to be a human rights abuse.
