For years they have not been spending the necessary money for replacement of ageing infrastructure---the rates have been very, very low, but the result has been for Madison, and the whole nation, the day of decision is near..... The decision to increase water rates to a rate that will avoid a huge crisis shortly down the road that would be overwhelming if a plan was not in place.
