  1. Committees should improve the level of information they dispurse to the public.

City Committees serve the Council and the public and we should be given information including basic details of vacancies. The agenda item could read:"Discussion of vacancy on Board created by the resignation of John Doe". High turnover could indicate possible problems within the RDA - which could transfer to the TIF it oversees, which some suggest is in trouble, though I'm not certain that I agree.

Committee reports are included on the Council agenda, and these reports to Council should be required. A well crafted sentence or two would not extend the meetings by much and could relay useful information. Too many committees are not reporting anything to Council, making it incumbent upon Council and Public to sift through the vague details of their agenda's and minutes to monitor their activities. Recently, Council minutes were expanded to include details from an Economic Development Committee meeting that were not actually given in the Council report. This is certainly a questionable practice.

Agenda's and the subsequent minutes are increasing in importance, and while not necessarily being transcripts, they should nonetheless accurately reflect what is said and the information exchanged. With all of the recent committees and sub-committees being formed, and the cross-over of items on multiple agendas, it's not reasonable to expect interested people to attend the meetings of each one.

We are lucky to have the likes of the Observer and Grumps who are performing such a valuable service...for free!

    Thanks guys!

  2. About a year ago, "Grumps" termed the whole blog process "the openess experiment."

It was an experiment to see whether we as a community could discuss openly and with civility some of the toughest issues nationally and locally----by and large, we have gotten better at this over the past year.

However----nobody can discuss nothing if there is just nothing in agenda and minutes. In fact, Herman of "Normal, Mn." fame would be amused to hear of this, since he just likes to leave the pages blank if no action is taken.

So--Yes--I agree--this is not some game. It is about imforming the public which is what governane is about. It is free for a while...not forever.

    Thanks for the post.
