At the very beginning of the budget meeting on Thursday night, Jennifer Petruzello reviewed the assumptions of the budget and indicated that the objective was to keep the mill rate stable, and to keep departmental budgets to 3% in order to achieve this objective. The objective was not zero based budgeting but rather the focus was on the mill rate. The budget for the Public Works did end up to be zero based budgeting, but only because all the detail from the prior years was deleted which made any comparison to the past impossible.
