    from what I could gather from these 4 postings is that the only fair and environmentally responsible way of setting up the rate system is to skew the variable rate pricing formula to insure that low volume users pay there fair share of the increase but are not harmed by the proposed rate. I would think that based on hisoric use patterns a formula could be developed that would "incentivise" conservation and still adequately cover the cost. Thanks for this important post. I hope you can follow up on it as the newspaper usually only publishes these types of discussions after the deal is done.
