At the last Evansville Common Council, where citizens appeared to speak on the problems of water on the Westside, after everyone had spoke, Mason Braunschweig spoke.
He said, "This is not just a 6th street problem. It is a larger problem. If you stand at 6th and Garfield, and look down, you can just see----water runs downhill. It's pretty simple. Gravity works. The problem is a larger one...of water flow. The water ends up at 6th Street and Vision, but it is not their water."( video pending)
Tonight at Public Works, citizens will get a look of how the city intends to proceed.
Some citizens have taken the primitive approach----remember back in prehistoric times when there was too much rain and one just burnt offerings,...or even unfortunate people...till the rain stopped. That was primitive.
In modern scientific times.... there is engineering. Mathematics....and liability insurance that covers the errors of engineers. Risk management we call it.
Tonight we will see which time warp we are stuck in----the primitive-----or the modern. Stay tuned.

I'm not quite sure what Mason meant by that comment, but the storm water from 6th and Garfield does not end up in the back yards of folks who live on 6th St. between Emmanuel Court and Vision Dr. That storm water goes into the detention pond by the school bus barn (north of Porter Rd. and east of 6th St.) and then into a pipe that flows into Allen Creek.
ReplyDeleteThe storm water that has been filling the drainage way that runs along the west and south edges of the new Westfield Meadows Subdivision and then south under Croft Road comes from undeveloped farm fields (and Westfield Meadows once it is developed). It also does not end up in the back yards of the houses on 6th St. between Emmanuel Court and Vision Dr., but it does interfere with the exiting of storm water from the Abey Koth Subdivision. This is a problem that pre-dated the Westfield Meadows Subdivision.
The storm water that ends up in the back yards of the houses on 6th St. between Emmanuel Court and Vision Dr. comes from the Abey Koth Subdivision and the Southgate Subdivision.
Those are the facts. The Oberserver and his readers can choose to believe them or not.

I don't disagree with the facts, but I would like to point out that we have had more problems with the Abey Koth/6th street pond flooding since god knows how many tons of dirt have been piled in behind us in Westfield Meadows. I think it is unknown whether this is just a coincidence and bad timing as far as a lot of rain this month or has the prelimnary work loading/grading of dirt in Westfield Meadows in fact exacerbated the problem? It is all opinion's at this point. My opinion is that it has exacerbated the problem and I am assuming Bill's is that it is coincidence. I think the rain in the Spring that wasn't that significant speaks volumes that this problem is intensifying.
ReplyDeleteHas the increased weight of the fill dirt moved into Westfield Meadows displaced water to raise the water table over on 6th St.?
Another fact I would like to point out is that Abey Koth/6th pond street and the 6th street yards never flooded prior to Berg, Woodworth and Peterson going in north of porter. Has the impact of this subdivison slowed the draining of the 6th St. pond and caused problems on 6th St.?
At this point are we comparing apples to apples with no rain being exact event as the last one as far as rainfall totals, timing, intensity,etc.? We all have our opinions, and we all have given them endlessly and have not arrived at any solution or headed in that direction.
I agree with the Observer it is time for independent review. I would suggest a review by an outside engineer as well as a hydrologist.

One thing I want to note that clarifies a previous disagreement we had on the process that led up to this situation is that Mr. Sauer stated that Foth did not perform the engineering work on Abey Koth other than 6th St. (and I would assume Emmanuel court as well). So perhaps we can both claim we were technically not incorrect, however, my concerns are particularly in regard to S. Sixth St.

It might be true that the loading of dirt onto Westfield Meadows might have exacerbated the storm water problem for the folks in Mark's part of S. 6th St. I don't know one way or the other. But I know all of the storm water from Berg Woodworth and Petterson goes into Allen Creek, so the storm water problems on Mark's part of 6th St. after Berg Woodworth Petterson are a coincidence.
ReplyDeleteFoth & Van Dyke clearly is responsible for Southgate Subdivision, and the storm water problems on Mark's part of 6th St. have gotten worse since Southgate was developed.

If Berg,Woodworth & Peterson is going 100% into Allen Creek, what is going into the porter pond? Is that just collecting field runoff from the West?
