Q&A: On Reassessment: The Process

(Ed.note: I had a question from a reader from the West side about the process of requesting reassessment and asked our City Administrator, Dan Wietecha for the answer:


Q: I have had a question from a reader that wonders what the process is for homeowners who feel their property on the West side has been damaged by flooding, and wants to have it "reassessed" since by the nature of things, things go up....and down...and the assessor has an obligation to respond appropriately. Is there a form that the homeowner fills out to have this done? I realize that there is a formal appeal process each year, but wonder if another process is also in place?

Dan: "As for water damage: They should send a letter and photos directly to Dean Peters at Associated Appraisal, PO Box 2111, Appleton, WI 54913-2111. I’d also appreciate they copy Judy Walton at City of Evansville , PO Box 76 , Evansville , WI 53536 . One thing to remember is that values are based on January 1 of the prior year. So the January 1, 2007 property value will be used in calculating the 2008 tax bill. Damage that occurred during 2007 may result in a lower assessed value on January 1, 2008 which would be used in calculating the 2009 tax bill."

Dan: Clarification on a technical point. The January 1, 2007 property value will be used in calculating the 2007 tax bill payable in 2008 (not the 2008 tax bill as I wrote earlier). Similarly, the January 1, 2008 property value will be used in calculating the 2008 tax bill payable in 2009.
