Dear Sandy,As i went around Evansville today I was depressed at the fact that the city flag that normally flies high above city hall was not lowered to half mass. It was kinda depressing to know that the city officials were so caught up in their normal routines to observe such a tragic day in our nations history.After 9-11-01 every American had their flags lowered and wore shirts and had stickers on their car's saying "we will never forget"! Yet only five years later we have already forgotten. We've forgotten about the thousands of people who's lives were taken away from them. We've forgotten 343 firefighters that gave their lives trying to save neighbors, friends, relatives and people they didn't even know. Today over 283+ firefighters that responded to the world trade center now have cancer as a direct result of the attacks. (do you think they have forgotten?) Other firefighters, EMT's, Police and other responders have died as a result of the attacks and their response to it since September 11th 2001. It sickens me to see how we as Americans cannot remember or observe this day for those who have died and those that have been left behind to try and piece together their lives.
If we do not remember this day we are causing ourselves to fall back into a Pre 9-11-01 state were everything we do is for ourselves. Where we believe that we are invincible and that nothing is going to happen to us.
I'm not saying we should hold parades, I'm just asking that as Americans we hold remembrance to this day and to what it really meant. That we remember those that gave their lives for others. For those who's lives were shattered and are still living.I ask that we make it a law or resolution that all flags be lowered on the day of September 11th every year from now on. We need to remember this day as thousands lost their lives. As a volunteer firefighter and a city of Evansville EMT i am hurt that we could not take the time to lower our flag today as many of our brothers and sisters were killed that grave day.Respectfully~

Economic Development: Running the bases---internet, cheese, and booze etc.
If you click on the post you can review the modern techniques for attracting business to your community-----the very first base to be run---is internet web presence. This is cited in the article as the first step of 85% of all site selection.
Thank goodness we have come a long way from the Spiro Agnew days when folks that were interested in computers were just "pointy headed intellectuals" that might interfere with the daily business at hand....like interfering with space for our brand new Royal typewriter.
Modern economic development begins on the internet.
This is why when you Google "Evansville" one of the very first things you find is "The Evansville Observer." That is just the very first thing folks think of nationally when they hear the term "Evansville." "Go Big Blue" does not even come up on the search engine.
Thus, when folks consider how to enhance the development of Evansville, I hope they will take the time to click on the post and read why web development is properly an expense of economic development, and in fact, the very FIRST base to be covered if one is to score by running the bases.
I believe all this strongly.
However, just to cover ALL the bases, I am attending the Monroe Cheese Days this Sunday. If you have been covering the Monroe Times lately, you will know that in Monroe, Economic Development is just about liquor licenses....and cheese.
I do love the 5k fun run in Monroe that ends in the beer hall. With polka music blaring and the runners from all over Southern Wisconsin sweaty after a 5k or 10K race sipping Berghoff dark and of course chewing their favorite slice of cheese. What heaven! Years ago, I worked in a large metropolitan hospital. Yes--- it was stressful but challenging work. One of the nice things about the work was the very bright and interesting people I got to know. One person, Rollie, was a medical technician. He was married to a wonderful girl, Sherrie. Rollie had a very dry sense of humor and had a very laid back relaxed style that put everyone at ease. Patients asked for him. I never did figure out how he could be so calm and collected always. Anyway.
In the mid-seventies a medical equipment manufacturer was looking for someone to use their equipment to travel between several hospitals to perform tests. It was a start up company. They had big bucks on the line. They wanted a person to administer the tests that could develop the business and who would inspire confidence. The first person that came to mind was ----Rollie.
Now Rollie and Sherrie were newly married. They had dreams of a new home. Lots of Dreams. Rollie accepted the job. It paid very well.
As Rollie began to travel from hospital to hospital, patients and staff discovered what all of us knew about Rollie. How dependable he was. What a wonderful and thorough tech he was. His relaxed style put patients at ease. Patients began asking for him.
The business began fairly slow. Soon other hospitals learned about Rollie. Soon doctors heard about Rollie. His schedule became full. Phones were ringing.
The directors of the new start up company met. They were all smiles. Their personal checks each month were rising monthly. They tried hard to contain their excitement. They were going to be rich. This was a homerun.
Soon cases piled up. Rollie asked for help to meet the demand. The board met. They considered themselves "old school." Someone remembered an old saying from one book they had read on management--- "Whatever it takes." They decided that Rollie should be paid more but work as long as it took to get the work done.
One night coming home near midnight, Rollie almost fell asleep at the wheel. Sherrie was at the door to meet him. One look between them and they knew.
Rollie resigned the next day. The company was shocked. They offered him more money....lots more money. Rollie just said, "I want my life back."
Don't worry. Rollie was hired within 24 hours by another firm. He went on to a very successful career. His former company however....was in a difficult bind.
So. They hired a replacement. Then they hired a second replacement. Then they hired a third replacement. It took three people to replace Rollie.

Finance: Audioblogger: Discusses additonal $10,000 for engineering services
The Evansville Finance Committee last night discussed the fact that some additional engineering services will be needed in connection with the biodiesel plant development and asked for bids. Strand and Associates and MSA offered bids. The limit of $10,000 was put on the work by finance and was recommended to Council for approval tonight.

Developing: School Beat: On Percussion: Do percussion students "rent" their instrument?
(Ed. note. At one of the June policy meetings that I was unable to attend, the fee schedule was revised to charge the instrument rental fee of $100 to all percussion students. At the recent football game, I heard from a concerned parent that many of the percussion section were not going to participate this year due to the fee.
First, I apologize for not being aware of this fee change and informing my readers. I have long been a supporter of the instrument fund, and the percussion section, ever since I went to New York and specifically sat through "Blue Man Group," with them. I am not totally objective therefore.
I would hope that in review of fees, if they are in fact reviewed at the upcoming board meeting, which is unlikely, some principles of fees be established.
In my humble view, it appears that rather than raise fees across the board and distribute the pain evenly, fees are being raised selectively. I have openly argued for raising the athletic fees by $15, as well as the co-curricular fees as well. The public in polls on the Observer have supported the idea as well.
We cannot have 50 flute players in the band. We do need some folks to play the instruments that yes are more expensive. The percussion section has several of these. Many of those instruments are old and in need of replacement. Are students that play them "renting?"
In a perfect world, we would have POPS---"The Patrons of Percussion Students" that could contribute so that students that play percussion do not have to pay more than others to participate.
I only know that at last year's Solo and Ensemble, after the EHS percussion unit played their piece, the judge said, "Excellent.....You boys seem to be having a lot of fun." To which they replied, "We are."
So. I remain the Observer. I would hate to see the mission involved in percussion lost and hope that a mix of contribution by folks and "across the board" raising of painful fees could enable full participation of our students. I have listed the policy of fees below as revised June 12, 2006.)

Althouse Corner: The "Yank" Controversy; On ABC 9-11 movie editing
Click on the post for the play by play analysis of Prof. Althouse on the continuing saga of the ABC movie on 9-11. It is on the editing table. MoveON.org had an email campaign last Friday to influence the editing process so that the "TRUTH" can be known.
As you review the comments of Prof. Althouse, ponder how many folks may have been on a "Need to Know" basis. Like maybe the very top of the administration may not have known what the CIA and FBI were doing. Why else would the former National Security Advisor be in the National Archives and then take sensitive documents that relate specifically to the issue in question in the 911 movie.
It sure would be wonderful to get a few folks in a courtroom under oath and find out what the whole picture was, now that we know that most of the puzzle pieces knew only of their piece of the puzzle. It's a little hard to gather the TRUTH in that situation.
Monday is the day when the final version of the ABC movie will be determined. Next to Madonna hanging on a cross, this sure has been one big pre-release publicity campaign if nothing else.
Stay tuned. This should be interesting.

Gazette Corner: "Bus Plans Moving Forward," Evansville Supports Bus
Riders of the State Van to Madison each morn know the benefits of avoiding car use for energy savings, and also for car repair savings. However, the van route is not for everyone. The proposed bus for Evansville would be an alternative and as indicated in the article by Gina Duwe of the Janesville Gazette( click on the post), Evansville residents are very supportive of this proposed bus route.
One of the ways residents can help is to indicate to your alderperson that you fully support this proposal. Communities that have bus services are more attractive for prospective residents and home buyers and as a matter of "economic development" it adds a big plus for our community.
That is how I see it.

School Beat: Jerry Roth goes to work in Edgerton--moves to quickly improve truancy
Last night at the Evansville Beloit-Turner football game, Middle School principal Jerry Roth said hello as he entered the game. I did not think anything of it until I realized that he is no longer the middle school principal. He got A+ grades from me during his tenure and as an Observer I loved the way he could always cut right through the baloney and get to the beef about matters. I think that is what endeared him to the students, parents and the community.

Sights and Sounds of Blue Devil Football: Big Blue finishes Beloit Turner in First Quarter
The Evansville Blue Devil football team moved quickly to score three times in the first quarter and led 20-0 with minutes left on the first quarter clock.
Mason Braunschweig, local Evansville Attorney at Law, and linebacker, gave his summary of the first quarter and specifically how the EHS seniors stepped up:
The Blue Devils began the game on defense. In the very first sequence leading to their first score, you can hear the action on the field and in the stands with audioblogger. Click on the audio to hear when the Big Blue took over this game.

Adverse weather conditions on another job site have delayed the contractor's start by a couple of days, but the Madison Street project is now mobilized, and the contrtactor has begun to stage material and equipment on site. Resident Engineer Tom Pfefferkorn has informed Mayor Sandy Decker that street work will begin Monday morning, September 11, 2006.
DETOUR
The Public Works Department has placed No Parking signs on the Water Street portion of the detour, which will run Water Street - Exchange Street - Union Street. Detour barricades will be set up on Monday, September 11.
CONCERNS
Citizen ombudsmen have been assigned to help resolve business and resident problems which may arise during the project. If you have a specific concern or issue related to the construction work, please contact Steve Hagen at 882-6515. (If Steve is not available, please contact Jeff Farnsworth at 882-4323. And if Jeff is not available, please contact John Decker at 882-5528.) Please understand that the contractor cannot make any changes that would affect the cost or time of the work without formal approval from the City, which needs to go through proper channels. I say "outlined" since current 8th graders would be promised access to college somewhere----the place and the terms and conditions have not been finalized...in return for a 3.0 grade point average where they took college prep courses.
This proposal recognizes that any unwritten current "covenant" about affordability of college has been broken. It is really proposing rewriting the covenant and keeping the promise this time. But without the details. Alas no details. It would be interesting seeing students changing all their courses to college prep.
I like the concept. It is only the fact that making promises to minors without details is usually called "blue sky talk." The terrible thing would be if nothing came of all this talk and it became just another Texas Two step where after promises were made the money disappeared and the political will to fulfill the promise disappeared too. Kids and parents don't need that when it comes to planning for college.
Anyway, stay tuned.

Opinion: On Flunking "College Affordability"; On "Take the Money and Run"

Interesting statistics. No surprises really. College educations are going out of reach for most Wisconsin residents. Something nobody wants to confront. Nobody wants to see that with a low percentage of current Wisconsin residents having a college education, for the future, it will get even lower. But--will that be terrible?
The short history of going to college in the 1960's-----I did attend the University of Minnesota, where tuition was $100 per quarter, with an additional $25 for books. Most students worked their way through college with a job on campus or off. It was Vietnam war era. Not a yuppie affair generally.
Today, private colleges of the highest difficulty have tuition of over $40,000 per year. The little known secret is that the net cost of these colleges after scholarships can be lower than the costs of attending public colleges, given the rents and lack of scholarship opportunities for low income students. Have you checked out some rents in Madison lately?
In the investment business, it used to be acceptable for pundits to print brochures that stated that "one dollar of this investment had it been invested in 1929, would have been worth xxxx today. Once the reader got excited, there would always be the proviso, "Past history does not guarantee future results." I guess not.
Similarly, it has always been touted that historically, if one went to college in 1929, that college education would have yielded much, much, much more money in a lifetime than a non-college grad. This type of analogy has not been made illegal. It is still being seen in brochures. Today, this type of language should be outlawed. A fine tech education is often a better investment----Wisconsin residents are attesting to this by their enrollment in these tech schools.
My point is simple. Families and students can decide today whether college makes sense as an investment. Should parents facing retirement take their life savings so the youngster can graduate from college for a $10 an hour job?
Recently, the UW system has looked to refine their "Focus". In a short review of UW Rock, it was mentioned that many students cannot afford to go away to college and the idea of going to UW Rock for more than 2 years is attractive----yes. Very attractive.
The days when a college bound student headed off to college, only to not answer the cellphone and then only answer when he/she needed money are gone. You heard it here on The Observer, and also in the Janesville Gazette article. Getting an "F" in affordability says it all. It's not like Bob Dylan "The Times they are " a changin." Things have changed. Make a note of it.

Nobody wants to see that with a low percentage of current Wisconsin residents having a college education, for the future, it will get even lower. But--will that be terrible?
The short history of going to college in the 1960's-----I did attend the University of Minnesota, where tuition was $100 per quarter, with an additional $25 for books. Most students worked their way through college with a job on campus or off. It was Vietnam war era. Not a yuppie affair generally.
Today, private colleges of the highest difficulty have tuition of over $40,000 per year. The little known secret is that the net cost of these colleges after scholarships can be lower than the costs of attending public colleges, given the rents and lack of scholarship opportunities for low income students. Have you checked out some rents in Madison lately?
In the investment business, it used to be acceptable for pundits to print brochures that stated that "one dollar of this investment had it been invested in 1929, would have been worth xxxx today. Once the reader got excited, there would always be the proviso, "Past history does not guarantee future results." I guess not.
Similarly, it has always been touted that historically, if one went to college in 1929, that college education would have yielded much, much, much more money in a lifetime than a non-college grad. This type of analogy has not been made illegal. It is still being seen in brochures. Today, this type of language should be outlawed. A fine tech education is often a better investment----Wisconsin residents are attesting to this by their enrollment in these tech schools.
My point is simple. Families and students can decide today whether college makes sense as an investment. Should parents facing retirement take their life savings so the youngster can graduate from college for a $10 an hour job?
Recently, the UW system has looked to refine their "Focus". In a short review of UW Rock, it was mentioned that many students cannot afford to go away to college and the idea of going to UW Rock for more than 2 years is attractive----yes. Very attractive.
The days when a college bound student headed off to college, only to not answer the cellphone and then only answer when he/she needed money are gone. You heard it here on The Observer, and also in the Janesville Gazette article. Getting an "F" in affordability says it all. It's not like Bob Dylan "The Times they are " a changin." Things have changed. Make a note of it.

Planning Commission: TIF #6 Approved as Mixed Use TIF; Commercial Subsidy not Intent
The Evansville Planning Commission voted unanimously on Tuesday night to recommend approval of TIF #6 to the Common Council.
As you may remember, this originally started as an "Industrial TIF" where over 50% was cast in stone as Industrial. Out of the dialogue from the previous hearing, it emerged that the developer did not want to be locked into committing for the term of the TIF that over 50% would be industrial since this might limit their options depending on what emerged as potential prospects for development.
Supr. Heidi Carvin of the Evansville School District appeared and indicated her approval of the TIF because it provided the prospect of Tax increment without additonal residential development which would bring additional students to our school system. She indicated that this is just what we need at this time.
Mr. John Mourning appeared and asked if TIF #6 could pick up costs north where he has been developing the shopping center and that he has not had any TIF assistance so far and that it would not be fair if commercial on the south got subsidy.
Mr. Wagner as well as Mayor Decker clarified the point for Mr. Mourning. The intent of the TIF with respect to commercial is not to provide subsidy on the north or the south except in the possibility of deferral of taxes in exceptional cases. The one item that could benefit Mr. Mourning is that the TIF as currently planned will pick up the expenses of the intersections. Mr. Mourning had been required to provide a letter of credit for future expenses to make a pass through lane. Now this letter of credit would not be necessary. There was some discussion of when he could get this letter of credit released.

---Construction of roundabouts at both CTH "M" and J. Lindemann Drive
--- Resultant of the roundabouts, approval to add the south leg of J. Lindemann Drive as requested to create a 4-leg intersection with HWY 14.
In addition to the above, WisDOT would require that the City agree that no additional points will be allowed along USH 14 between J. Lindemann Drive and Weary Rd., as development accurs along that corridor. Existing driveways already approved may remain as long as they function in their current configuration and development pattern. Any redevelopment of these parcels would require access on USH 14 be removed and the parcels to develop alternative access to a local road system."
Our city engineer reviewed that roundabouts do have a large capacity to handle volume though it will take some education of the driving public. Specifically, the speed going into the roundabout is about 25 mph which is slower than the current Hwy 14 speed near J. Lindemann so some adjustment may be necessary.

Work is scheduled to start on Tuesday, September 5, when the contractor plans to begin saw cutting of pavement. Madison Street will remain open to traffic during this operation.
DETOUR
The detour for through traffic is scheduled to be set up on Thursday, September 7. Barricade signs will be placed on South Madison Street at the Water Street intersection, and on Union Street at the North Madison Street intersection. Through traffic will be detoured via Water Street, Exchange Street and Union Street.
Local traffic -- i.e., vehicles coming from or going to local Evansville destinations -- will be able to use North and South Madison Street throughout the project.
SEQUENCE
Trenching and underground utility work will begin at the intersection of South Madison and Church Streets. Once that work is done, the contractor will work toward the north from that intersection to the intersection of Madison and Main Streets ("the Four Corners").
After work is done on South Madison Street, the contractor will work on the Four Corners intersection. At least one lane of traffic -- north/south and east/west -- should remain open through the intersection. If temporary, local detours are needed, they will be marked by the Public Works Department.
Once the Four Corners intersection work is finished, the contractor will progress toward the north on North Madison Street. Trenching and underground utility work will end on North Madison Street just to the north of the Badger Coach apartment building.
The contract requires all underground utilities to be in full operation by November 3, 2006. Some additional clean-up or correction activities will probably occur after that date.
GENERAL NATURE OF WORK
The contractor will be replacing water supply, sanitary sewer and storm sewer main lines which have not been altered since the 1920s. New connections to laterals also will be made. The mains run beneath the southbound lanes of Madison Street. The underground work in the Four Corners intersection is being done this year, so that this intersection can remain open throughout the 2007 Main Street reconstruction. Access limitations to properties on North and South Madison Streets this year will be temporary and localized. Working hours will be 7:00 a.m. to approximately 5:00 p.m., Monday through Friday. Some weekend work may also occur.

The general contractor is GMS Excavators, Inc. of Edgerton. The City's resident engineer is Tom Pfefferkorn of Foth & Van Dyke of Madison.

DISCUSSION RELATING TO THE COMMITTEE’S PURPOSE
This ad hoc advisory committee has been formed as a result of the Evansville Smart Growth Committee’s Comprehensive Plan for Land Use Development. The purpose is to develop recommendations and design standards for traditional neighborhood and residential projects for the consideration of the Planning Commission and the Common Council. Chapter 10, pages 161 and 182 of SMG Plan were referenced.
DISCUSSION RELATING TO TRADISIONAL NEIGHBORHOOD DESIGN AND DESIGN OF NEW RESIDENTIAL BUILDINGS
Mayor Decker emphasized that we need to know what DOT will allow us to do before the design begins. We need to solve the transportation problem first.
Ms. Walker brought up the Middleton Neighborhood project. It was agreed that committee members would benefit from a trip to the Middleton and Sun Prairie Projects would be beneficial. Mr. Paul Brunsell has offered to accompany the members.
The committee looked at the map of future buildable sites. Discussion included walkable neighborhoods, garages in rear of house off an alley, PUDs, more upscale housing, homes closer to the street with front porches and light commercial or retail business (dentist, daycare, coffee shop). Mr. Brown reminded the committee to keep our plans affordable.
Mr. Schwecke presented the draft of the Large-Scale Commercial Development Study Committee. It was suggested that our committee could utilize this draft as a “template “. He also agreed to compile a list of reading material, resources and websites to provide a basis for the process we are undertking.
The next meeting will be fact finding. We must first define the “issues” involved. It will probably take more than a year before draft regulations and recommendations can be made.

The next meeting will be August 29, 2006 at 6:00 PM.
