OpEd: After Scott Walker---What next for Wisconsin?
In a dialogue recently with a fellow resident, I mentioned that Minnesota had taken a big loss of jobs with the closing of the Ford plant in St. Paul---the home of the Ford 150. Scott Walker was not the governor of Minnesota.
He agreed, but quickly added: "This is a matter of priorities. The priorities will change."
Yes. The new after Scott Walker will be about sacrifice and cuts----and the principle of ability to Pay will be the core----progressive taxation was the heart of the progressive movement in Wisconsin. The first quarter of 2012 may be stunning....the cuts will continue----and the pain will continue, because it took decades for the structural imbalance of Wisconsin finances to take their toll---those who think a mere change in the governors mansion will produce a miracle are mistaken....a total reversal of governance in all branches of government is required.

Mailbag: Hurley writes: Evansville Schools Administrator Search Information
Hello Friends,
I know this is an extraordinarily busy time of
year, but I wanted to let you know that the Evansville School District will
begin its search for a new District Administrator as soon as school restarts in
January, and the School Board would like to get as much input as possible. As
you know, our District faces many challenges in the year ahead, and the Board
wants to do all it can to find the very best fit for a new Administrator.
Focus Groups will be held with the Board, staff, students, and the public at
large on Tuesday, January 3 and Thursday, January 5. Each session will last
about a half hour, and participants will be asked to answer 7 specific
questions.
Some sessions are scheduled with specific persons
or groups and some are Open Sessions for anyone to attend. Below are listed the

Nostalgia: Memories of the Candidates Debate: 2006: Mason Speaks on Possible Pipedreams

Last night at the Bauer Haus was a mayoral forum that consisted of two parts---first a 10 minute presentation by each candidate, and then a short question and answer period where each question asked was answered by each candidate.
The first question was asked by Mason Braunschweig, 590 W. Main, an aldermanic candidate in the April election. He asked " What would you do as Mayor to reduce taxes?"
There was a moment of silence since it may have been a long time since the prospects of reducing actual spending has been in view. Both Sandy Decker and Mike Anderson responded that they felt the city budget was in order and so no area that could sustain big cuts. Karen Aikman, the current Finance Chair, responded that yes Evansville taxes were high, but the thing to concentrate on was developing more commerical and industrial tax base which might provide some relief to homeowners. The key was not to concentrate on absolute cuts but on having the homeowner tax burden shrink relative to the total taxes paid.

A popular answer is that if we bring in commercial industries and businesses then we can help reduce the tax burden felt by the citizens. That is all well and good, but what if the courtship of a large scale industry is a pipe dream? What if we have spent too much on the downtown restoration that we have little left to offer in incentives to a new industry here in Evansville? I am not saying downtown restoration is a bad thing, I am saying you can stretch a dollar only so far.
I understand that my queries call for speculation based upon premises that have been created by the local government in place, however I think the local government must realize that we cannot have our cake and eat it too!
I like the idea of grant applications and requests. I hate that this idea is not already been abused by our local government.
As for the presumption that there is no fat to trim in Evansville, well I find that a little hard to believe. I know an awful lot of money goes to the police department. How many costs are associated with ridiculous internal investigations or flipped squad cars in this city?
I have yet to attend a city council meeting or a committee meeting where someone requests money and has been turned down. Maybe it is time to check the little "drops in the bucket," because they have certainly accumulated.

Years ago there was a referendum where the city of Evansville residents decided...decided that we needed...and at the time very desperately...a strong city manager...that the weak decentralized way of doing things...a way that I term "billy bob" was not going to work..it had led to multiple disasters...

Mailbag: Tammy Baldwin Writes:
The Obama Administration recently finalized a new effort to help distressed homeowners avoid foreclosure. The new plan allows those with government-backed mortgages to refinance their existing loans with a lower interest rate and lower monthly payments. This is welcome news for those who qualify. Since the housing collapse began in 2007, too many families have lost their homes in foreclosure, some as the result of potentially criminal behavior by mortgage lenders. Middle class families struggle to refinance mortgages with artificially high interest rates. Small businesses struggle to get the credit they need to grow, and high unemployment persists. I understand these frustrations and I know that economic recovery will not occur until the housing market recovers.
Many factors led to the current housing crisis. One of these factors was the actions of Wall Street firms making huge gambles in the housing market. Big banks made billions in risky loans which were chopped up and sold off to unsuspecting investors and pension funds as low-risk investments. These false claims were then backed up by the very ratings agencies who were supposed to protect these investors. In the years leading up to the collapse of the market, Wall Street reaped billions in profits. When this house of cards collapsed, middle class Americans were left holding the bag.
Now, having been bailed out by U.S. taxpayers, most of these institutions have returned to business as usual, reaping huge profits and paying big bonuses.
The U.S. Department of Justice and State Attorneys General initiated lawsuits against some of the worst offenders, including Citibank, JPMorgan Chase, Wells Fargo, Bank of America and Ally Financial. These suits are currently in settlement talks and there are reports that the big banks may be granted immunity from both civil and criminal penalties in exchange for a relatively small payment. If this reported deal is allowed to proceed, once again, big banks could be let off the hook and homeowners would be left holding the bag.
I am leading an effort in Congress to see that those families who were victimized by unscrupulous and illegal activities by banks and mortgage companies are made whole.
Earlier this month, I wrote to Attorney General Eric Holder opposing any settlement that grants large mortgage servicers immunity for their wrongdoing while offering no significant help for struggling homeowners. To read my letter to Attorney General Holder click here.
I also introduced a Congressional Resolution (H.Con. Res. 85), expressing that it is the sense of the House of Representatives that any action taken by the Department of Justice should hold mortgage servicers fully accountable for fraudulent behavior, and adequately compensate victims harmed by the servicers’ wrongdoing. Read my resolution here.
Over the past few years, I have heard from homeowners throughout Wisconsin whose lives have been turned upside down by the collapse in housing, and the loss of jobs and retirement savings. I will pursue every avenue to see that those who were wronged are allowed a remedy.

What is interesting to me is that the very first rule of banking and investment is the "Know the Customer" Rule. But ironically in a big city like New York, brokers NEVER have face time with their customers, and in fact in some cases it is prohibited. Transactions are what matter. Period.
Thus the Wall Street Protesters today are saying exactly the same thing---that the needs of individual savers and investors and borrowers are ignored generally in the current scheme of things, and the system is not designed to serve the public.
Chris Eager asserts that small town banking, UBT, can serve and respond to the problems the community faces, and the Evansville community is not immune to the problems. Today, November 2011, there are far more foreclosures than back in 2008, and the challenge appears far greater than 2008------the challenge still remains.

My name is Cassandra Hoch, and I'll be working as a field organizer with Nick Niles on the recall effort. My counterpart, Matthew Rigney, and I will be working in the Dane County West Office (6602 Normandy Lane). You recieved an email from James 'Skip' Sonneman, who's our colleague working out of Dane County East Office (330 East Wilson Street).
As a senior at UW-Madison last year, I remember standing with you and more than 100,000 others in the cold and snow to protest Scott Walker's outrageous proposals. I then volunteered in Madison this summer to recall those Senators who voted lockstep with Walker instead of listening to their constituents. And now, I'm working on this recall to help finish what we started and hand Walker his pink slip.
We're ready to go and we know your are too. Our Dane County West Office, located at 6602 Normandy Lane, will open Tuesday, 11/2 for circulator trainings. These trainings are designed to give you the basics of signature gathering and answer any questions you might have.

In addition, we're looking for some dedicated folks to make up our Leads Team. The Leads Team is a group of highly motivated and skilled volunteers and interns who will be able to work 6-15 hours per week on a regular schedule. Leads Team members will take on increased responsibility in the offices helping to conduct trainings, do regular data entry, and help keep the office running smoothly.

My name is James ‘Skip’ Sonneman, I'm one of the organizers working with Nick Niles on the East Side of Dane County on the Recalls. I'm here to help with logistical and resource support as we all work to Recall the Governor. For a little background, I graduated from UW-Madison and have made this city my home since then. I spent the past summer up-state working in the State Senate Recalls. I'll be working out of the office at 330 East Wilson and look forward to being back in an area with such strong progressive roots.

Over the past few days, we've been working hard get the East Side Office up and running. And we are almost ready to go. On Saturday (10/29) we will start holding daily cirulator trainings. The focus of these trainings is to prepare folks for what signature gathering will look like and answer any questions you might have. You can sign up for a training at the link above.
We can't wait to have the office brimming with people ready to send Scott packing. However, the place is still a little bare. We still need materials like tables, chairs, desks, and other things to get the office firing on all cylinders. Lack of Response; Lack of Transparency alarms Evansville Residents on Fire Hydrant Snafu
(Ednote: The following is a freedom of information request from the Observer to the City of Evansville---it went unanswered. So much for the priority of fire protection in Evansville? )

Yesterday there was a fire run on Franklin St, and it appears that the hydrant right across from the fire was inoperable because the hose was not compatible with the hydrant. This concerns me since this hydrant also services my structures or at least the garage structure at 255 E Main.

Yesterday there was a fire run on Franklin St, and it appears that the hydrant right across from the fire was inoperable because the hose was not compatible with the hydrant. This concerns me since this hydrant also services my structures or at least the garage structure at 255 E Main.

1) Call to Order & Roll Call
o Call to order - called to order at 6:05pm by Culbertson.
o Present: Todd Culbertson, Ben Ladick, Rich Modaff, Rick Hamacher, Jerry Krueger, Lyman Fuson, Ray Anderson, Ron Carlson & Sue Merritt

3) Motion to waive the reading of the minutes from the August 8th, 2011 meeting & approve them as printed.

o Susan Krueser, 244 Eager Ct. addressed the board regarding lap swimming at the Veteran’s Memorial Pool. Susan expressed appreciation for the increase in lap swim opportunities this summer. Susan also requested that the board consider markings at the pool bottom in order to enable swimmers to swim in a straight line. Park & Recreation Board will discuss options at the October meeting.
o Jon Frey, 13816 W. Northridge, addressed the board regarding the successes of the Jays baseball team this summer. Jon asked the board to review a list of improvements that the Jays would like to make to the Lake Leota Park field in the coming months/years. The board recognized several of the items on the list as being acceptable for the Jays to proceed with, while working with Ray Anderson. Several of the more extensive goals will need to be reviewed individually by the board.
o Dan W. asked for feedback from the board as he completes a checklist of items that will enable new committee members to become more knowledgeable as they join committees.
o Mayor Decker spoke to the board about the application process for Lake Leota Park as a historic landmark at the state and federal level. It is being nominated as a “Historic Park Landscape”. Making future improvements will need to be comprehensive and should include collaboration between Historic Preservation Committee, State Historical Society and the National Park Service. Park Board and the Historic Preservation Committee will meet during the winter months in order to begin the comprehensive planning efforts.

7) Creek wall restoration – A motion by Rich Modaff, second by Sue Merritt, to recommend to Finance & Labor Committee and Council to utilize additional budget funds in the amount of $10,000 for this year’s improvements on creek walls. The total for 2011, if approved, will be $20,000.

Local School Leaders Want to Know What’s Important to You

Evansville Community School District officials want to find out what you think is going well at the schools, what areas need improvement, how you envision our schools in the future, and what you think should be the district’s priorities in the face of constricting budgets.
During the month of October school district staff and Board of Education members will lead a series of focus groups to get feedback from the community. The groups will be held at a variety of times and locations in the hopes of making the meetings accessible to everyone. All members of the community – whether you have children in Evansville schools or not – are encouraged to attend and give their input.
Each focus group meeting will last about two hours and will begin with a brief introduction about the current state of our schools. Afterward, those in attendance will divide into smaller groups to discuss three specific topics: the positive and not-so-positive things happening in our schools now, the vision participants have for our schools in the future, and priorities for our school district in the coming years. Results of the discussions will then be shared with the larger group and documented.
Similar focus group discussions have already taken place among school district administrators and staff and the Board of Education. The results of these meetings have been tallied and will be combined with the results of the community focus groups to provide school district staff and board members a complete set of information from all focus groups. These data will then be used to develop concrete goals and plans for each school and for the District as a whole in a process known as Strategic Planning. The final results will be shared with district staff and the community and will be used to guide decision-making in the years to come.
“Strategic Planning provides a framework for the initiatives and decisions the school district needs to make over the next 5-10 years,” said District Administrator Heidi Carvin who is working with the Board of Education and school administrators to spearhead the Strategic Planning process. “Our Strategic Plan will help us make tough budget decisions and allocate time and resources to help our schools move further into the 21st Century.”
School Board President Kathi Swanson emphasized the importance of involving the community in the development of a Strategic Plan.
“It’s essential that the Board knows what community members want our schools to look like, especially in this environment of diminishing funds, “ said Swanson. “And the more people we involve in this process the more good ideas we generate.”
All meetings are open to all parents and community members. Participants are encouraged to attend whatever focus group works best for their schedule. The dates and locations for the District’s Strategic Planning Focus Groups are as follows:

Does working a room full of strangers make your hands clammy? Ever wonder to yourself, why do I put myself through this networking torture?
Then take some time to learn great, easy tips and tricks from a pro, who regularly quaffs free beer and food while collecting new connections. Come to the next meeting of the Evansville Area Inventors & Entrepreneurs Club, set for 6:30 p.m. Wednesday, Oct. 12. The meeting is free and open to the public at Creekside Place, 102 Maple St., Evansville.
Networking is like speed dating, with a different set of rules. Talking about what’s great and what’s not so hot in networking will be Jake Clevenstine, a financial planner with Wisconsin Financial Group who has made it an art to hang out with entrepreneurs, inventors, geeks, investors, engineers and anyone in business. He’ll address good and bad networking, how to network, and overcoming inhibitions. It’s not about meeting 500 new people; it’s about meeting five right people interested in helping you and being helped by you.
After the presentation, guests will be invited to introduce themselves and then practice their new networking skills. Guests also are invited to help themselves to refreshments, this month sponsored by Sarah Krause. This versatile Girl Friday teaches “Strong Women, Strong Bones” at Creekside Place, fills in as a temp at various retail stores in town, and croons lovely tunes. Moodys notes Decline in Assessed Valuation Affect on Cities: Yahoo
Moody's foresees further declines in revenue for cities and counties with the cutbacks in Federal aid to governmental units---combined with declining assessments for property, the two add up to further difficulty.

Evansville School Reports indicate shortfall of $600,000: Fund Balance used

Duluth Trading announces Expansion Plans----
Duluth Trading of Belleville, Wisconsin announced yesterday that they have purchased the old Ace Hardware on Hwy 69 in Belleville, Wi., and will use it as a Customer Care Center, and in addition will use part of it for an Outlet Store.
President Steve Schlecht said that in a world of mostly bad news, this news is good for Duluth Trading employees and all of Belleville, for it will alleviate crowing conditions at it's main headquarters, and will create traffic for other commercial business on Hwy 69.
The current Call center is overcrowded and is facing a Christmas season of potentially blockbuster proportions as the ad campaign of Duluth Trading goes nationwide.
There is also speculation that Duluth Trading is currently looking for a location in Minneapolis. Some speculate that it might be on the way to the new Viking Stadium---so that Viking fans can stop on the way to games to pick up their Duluth gear. Stay tuned.

There is also speculation that Duluth Trading is currently looking for a location in Minneapolis. Some speculate that it might be on the way to the new Viking Stadium---so that Viking fans can stop on the way to games to pick up their Duluth gear. Stay tuned.

The Mysteries of 911----Who is the "We" that demolished building number 4?
The bombshell video from all the testimony about 911 was the short statement of Mr. Silverstein, who was the owner of the World Trade Center---when explaining why the "building number 4 imploded" he said: " We decided it was unstable and brought it down."
The key question is: "Who is WE?"

Genia Stevens is the social media instructor at Social Media Academy-Beloit, where participants learn hands-on, tactical strategies. Clients she has helped range from solo practitioners to T.G.I. Friday’s. Steven’s list of clients includes several area businesses in Evansville.
For the I&E Club presentation, “How Small Businesses Can Successfully Use Social Media to Build a Better Brand,” Stevens will focus on three points:

Turning customers into brand ambassadors
Using social media to nurture the relationship between your brand and your ambassadors.

The Dying Heart of America: A true Story
Two weeks ago on the 15th of August I was preparing to go fishing---and looking at the stock market and the charts of the Standard and Poors 500. My wife had taken the day off, and I was showing her the chart of the S&P that had a huge "W" in it, with the wild swings of the prior month.
She said:" That looks like a dying heart. " What is the "W" supposed to mean. I responded that the "W" was a danger sign and that the right shoulder could either go up or if it did not hold, it means a plunge.
She said that the wild swings resembled ventricular tach and that there would be a move to shock the heart if this was a medical case. Then she said---"It's time to sell."
After a couple of weeks away fishing, I have to admit I have witnessed what I call the "Unravelling"----Whether it is politics, family, finances, investments, employment or just business in general, there has been an unravelling of an onion so to speak, and there is nothing but pain. And with the new "Austerity" it has just begun.

It appears that the applicant is qualified and competent and I expect no questions about the sincerity or ability of the applicant. However, if you review all the other auto operations in Evansville, and for that matter in any city, you will see at least 10 parking spots that customers need, first to tow their vehicle to await repair, and for customers visiting the facility for estimates etc. The lack of parking in the 119 East Main location has been a prior enforcement sore point as cars have spilled over to interfere with neighbors etc. Typically the conditional use permit has been a poor mechanism in the renewal for enforcement of agreed conduct, and it has been a nightmare for local officials in enforcement and avoidance of complaints.
In the matter of hazards---some time ago I visited with an auto body shop out of town, and questioned if they would consider moving to Evansville. I mentioned that I had once worked in a paint spray line for Whirlpoor when I was 21....so years ago....He smiled and replied that there is nothing nostalgic about paint spray operations, and the new safety requirements are not the old days. He said a new auto body shop could cost a million to construct and equip with all the modern equipment.
Thus, if the thought is to "grandfather in" the safety requirements at 119 to the "old days", this would not be acceptable once the neighbors considered what the impact could be.
Thus----I hope the City of Evansville can suggest some site for this applicant that would be affordable and work for them. They have a dream for a business in Evansville, and I think it is best that it not turn into a nightmare by having it at the wrong location. I hope to have video and audio for the meeting....Stay tuned.
