The Evansville Review tries to claim the council did not 'defies' her. They most certainly did. If this was a construction project they were voting on and she was encouraging it they would never defies her . I do not remember a time in the history of the council and Mayor Decker will they have so openly defied her. It's funny because the week before this vote the Review had posted something to the effect - Council to confirm mayors recommendation. Those were not the exact words but even Kelly must have been shocked.
