One of the items on the agenda is a proposal to change the meeting day to Thursday before the Council meeting. Here is why that is a good idea as I see it.
The current notice requirements are such that the public needs to be "notified" at least 24 hours before a meeting of any change of agenda item. The Finance committee has been meeting on Mondays,right before the Tuesday of Common Council and if in their deliberations they decide to delete something, no problem. The item is just deleted from the agenda for the Common Council meeting. They do this often.
However, if in their deliberations, they decide they want to ADD something, presto, they are immediately too late to give the proper 24 hour notice via electronic or email or blog. Thus a thursday meeting would give the Finance committee greater latitide in deciding things.
Also---with all the meetings that we hold in a year, it is possible that an error is made in the agenda. That happens about 3 or 4 times a year on 400 meetings or so. That is natural. However, if there is a meeting notice now for finance, it presto creates problems in presenting the items properly to council. The placement of the finance meeting on the previous Thursday is more humanly realistic. This gives a margin for error that is prudent as I see it.
