OpEd: The Joint Checking Account in an age of Depression

The finances of taxpayers in the current age is like a newlywed couple that has not talked about finances and has rushed to the altar. The budgeting discussion only occurs when the overdrafts occur---

The recent analysis of Brodhead taxes shows that the city has been the major party in incurring debt for "needed" expenses. When the tide turns from expansion and the job losses mount, there is only blame....

All across Wisconsin, because of the current structure of funding of public schools, there is the prospect of nothing but pain--we have evolved from "extra" curriculars to "co" curriculars, and the notion that these are "extra" has been lost. For many, it would be better to cut academics than the "extras".

For those that have attended many budget meetings, and I am one, we have come way past the days of cutting extras===the coming cuts will cut to the essence of small town public schools all across Wisconsin. The school funding formula should have been changed long ago, and a special session of the legislature to face this would be important---there is no reason that a "consumption tax" on certain items could not be added to fund schools. Shucks, just tax texting or stock transactions---that would have a wonderful effect--to subject school boards and local communities to the implosion and divisiveness that the current formula has created is just a terrible situation that needs to be addressed.

Evansville Park Board mulls removal of baseball lights? Are football and soccer lights next?

(Ed.note; This is a portion of the recent Evansville park Board minutes:)

Discussion on ball field lights – John Rasmussen was present to discuss the city charges for lights. Affects of removing lights – affects ball leagues, co-ed softball, soccer, relay for life, 4th of July, park store and pool will be affected, kids and family’s will not participate in park activities. Removing would be a grave mistake, as for cost, we are in the middle to high range with other communities. $5.90 per hour is the actual cost of electricity used; the base fee is $275.00 per month. Change in base rate would have to go thru Public Service Commission (PSC). Park could charge a small fee to recover energy cost. Lights could be addressed at next PSC rate hearing so that the City would own them instead of Water & Light. Changes that would occur with a rate case – electrical rate would triple for energy cost, customer cost would be $7.00 per month, city would have to maintain them, basically change bulbs ($15.00 each), typically about 12 bulbs per year, overall savings would be about 2/3’s of current cost. Rate cases are about $10,000.00 to request change. Rod Courtier questioned the cost of maintenance on the ball field light power house, John stated that it is minor in cost. John wrote a policy on ball field use, restricting the use and timing of turn on, he is not sure if it is still around. There is a policy for keys and use. Jon Frye thanked John Rasmussen for his research on helping resolve the light situation. Fred questioned what the alternatives are for the ball leagues? Jon stated they could play earlier, but it would be difficult. Farnsworth motion to recommend that W&L donate lights to the City of Evansville to restructure the fees for ball field lighting and Public Works to accept the donation, second by Modaff, unanimous.

Zweizig Named to Wind Siting Council: Wheeler Report

PSC NAMES WIND SITING COUNCIL
The PSC announced today appointment of a Wind Siting Council, which was mandated by Act 40 to be an advisory council to the commission. Act 40 also directed the PSC to develop administrative rules specifying restrictions which may be imposed on installation or use of wind energy systems.

Monday, January 18, 2010, 6:00 p.m.

Amended 2-1-10

Present: Ron Carlsen, Jeff Farnsworth, Rich Modaff, Fred Juergens, Sue Merritt, Jerry Krueger, Janis Ringhand, City Administrator Dan Wietecha. Guests: John Decker for Grove Society.

Farnsworth/Juergens motion to approve agenda as printed, unanimous.

Krueger/Juergens motion to approve the minutes of the December 14, 2009 meeting as printed, unanimous.

Citizen appearances - None

Motion to approve the Ground Lease for the Grove Society/Baker Block at Leota Park on a Farnsworth/Juergens motion. After discussion the motion was amended to include “Approval of the City Attorney” on all language, by Farnsworth/Juergens, unanimous. The main motion passed unanimously with the amendment.

Chair’s report on City actions – Chair Ringhand requested that the committee consider removing the lights on the ball fields in the park as the cost has become prohibitive for the amount of time they are used, $3,000.00 annual expense with $200.00 income to offset expense. Another option to consider is charging the Co-ed Team a higher rate to help compensate expense; add advertising to fencing in ball fields as previously proposed. Questions arose as to how often the lights are used and by whom. Chair Ringhand will seek more information for the next meeting.

City Administrator Dan Wietecha shared information about the Baseball & Softball programs. Currently most are breaking even and the City is not subsidizing them. The Baseball program for youth ages 4-12 is falling short by about $3,200.00, the City will not subsidize that expense this year. Dan will contact Jenny Katzenmeyer, Baseball Coordinator, for input on resolving the short fall, either by raising fees or eliminating expenses. Baseball Youth of Evansville, BYE, is another option for youth aged 10-12; community Sponsors are another option to explore.

80th Assembly District Update - March 12, 2010

Davis Offers School Finance Legislation

MADISON...Representative Brett Davis (R-Oregon) announced today he is introducing K-12
finance reform legislation within the next week. The announcement comes as Governor Jim
Doyle and the Democrats in the State Legislature stated they are ending efforts to put forth
legislation on school finance.

“While Governor Doyle and the Democrats appear to have given up on providing solutions to
reform our education system in Wisconsin , I am moving forward and proposing innovative and
common-sense policies,” Davis said. “Our schools and property taxpayers can no longer afford
the status quo.”

The legislation is part of a package is focused on the theme of reforming education and protecting taxpayers. Specifically, the education reform package includes the following
provisions:

- Restore Qualified Economic Offer (QEO) and align with revenue limits
- Restore arbitration factors
- Reduce property taxes by restoring 2/3rds funding
- Reduce health care costs
- Implement school efficiency incentives

“The legislation will give school boards the tools they need to budget responsibly and control
costs,” Davis explained. “If enacted, these reforms will not only reduce the property tax burden,
but will also create a more stable fiscal operating environment for school districts.”

Davis is circulating the legislation for co-sponsors this week and will introduce the bill next week. Although the Legislature is expected to adjourn in late April, Davis emphasized there was still time to get his ideas signed into law.

“I’m hoping the ideas we are putting forth this week will spark discussion on education reform,”
said Davis . “We still have time this legislative session to enact meaningful school finance
reform.”

The changes Democrats made in the state budget that repealed the QEO and modified
arbitration law, to not factor in local economic conditions, will result in higher property taxes or
cuts to education services if reforms are not made this legislative session.

Mailbag: Hammer; I and E Club Meeting: March 10, 2010

Hello Everyone:



Our March meeting will be action packed. Our guest speaker this month is Sandra Beccu with the UW Whitewater Innovation Center. Sandra’s topic is Market Research 101. We will then hold our Club officers elections. Toward the end or our meeting a representative will give a very brief informational presentation on the benefits that the new community center, Creekside Place, will provide for our community and area businesses. Refreshments for the March meeting will be sponsored by Jane Anderson of Palate Pleasers Catering, LLC.



Please consider nominating yourself or someone you feel a good fit for one of our exciting officer positions. You may make nominations at our meeting on March 10 or feel free to email or call in nominations for yourself or someone else prior to the meeting. Please also let us know of any questions or comments that you have regarding these positions. Keep in mind that ALL positions are available. While being an officer may require a bit of a commitment of time and energy, it is very rewarding and great experience from a business stand point. We recognize the success of our club depends greatly on involvement of our members so all responsibilities for each proposed position can be flexible.
