TID #8 ? Special Council meeting 6-27-2007--New Clerk addition

    I can't imagine where #8 will go in?? Don't we have #4,#5,#6,#7 still open?? Hmmm maybe the new firehouse will be #8 ??

  2. TID #4, which was created for the Stoughton Trailers plant, is closed.

    TID #6 was created to foster development on the D&D Development property at the southeast corner of USH 14 and CTH M. I have not heard about anything happening there. Has that completely stalled? Observer, have you heard any rumblings about construction of a four-way intersection at J. Lindemann Dr. and USH 14 (or loud complaints from Ald. Sornson about the failure to construct one)?

    TID #7 is for the biodiesel plant. We can see tangible signs of progress there with the construction of utilities down CTH M.

    I, too, wonder where TID #8 will be. I assume Scoop 1 was joking about putting the new fire station in it. But I cannot, as I sit here, imagine where it would be located, since TIDs #6 and #7 cover almost all of the prime commercial and industrial areas in the city, and TID #5 covers the downtown area. Observer, please let us know when you know more.

  4. This to me is an example of a problematically vague agenda, which the supreme court attempted to discourage. How hard would it have been to add where the potential TIF#8 would be. In that way, people would have the opportunity to contact their alder person if they were in disagreement. For now, we are left with speculation.

    Hi Bill thanks for your coments. I was half joking about the fire station.
    My other thought is that maybe instead of expanding #5 they will create another one?
    Would it be feasible for the city to go through the expense of a TID for one biz?? What benefit would there be in it?
    I know it was done for Trailers but they are a large company.
    John S. said that there are two round abouts going in next year. One at J lindeman and one at 14 & M.
    But he also said the bowling alley is going in at the corner of M & 14 on the southeast side.

    I do recall seeing a DOT report that will not allow any more right of way's off of hwy 14, I do not believe they will allow for a 4 way at J lindeman. The city is paying for the roundabouts. In order access the property on M & 14 there will have to be an access road off of M.
    I suppose that is all subject to change depending on the whims of DOT.

  7. Thanks, Jeff, for letting us know that TID #8 will be for the Manor expansion.

    I agree with Karen about the agendas, although I must admit I wrote similarly vague agendas in the past.

    Scoop 1, the purpose of the two round abouts is to permit a four-way intersection a J. Lindemann and USH 14 (which will be "controlled" by one of the round abouts). There also will be access to the land south of USH 14 from CTH M. I am excited to hear that one or both of the round abouts will be constructed next year.

    A TID must consist of a contiguous area (in other words, you can't have a checker-board TID), so to include the Manor expansion in TID #5 would require extending the boundary of TID #5 from around 1st St. all the way out to 5th St. If the city is going to provide tax increment assistance for the Manor expansion, creating a separate TID for it makes more sense, in my view.

  8. Conflict of interest can be a tricky thing, and I understand there are 8-12 stock holders of The Evansville Manor. It is rumored that one or more sit on the RDA. I'm not certain it rises to the level of conflict of interest, but in the interest of full disclosure, I hope the list of stock holders (along with recent transactions) is released.
