TOWN OF UNION BOARD MEETING
Minutes for January 4, 2007
The Town of Union Board regular monthly board meeting was called to order on January 4, 2007 at the
Eager Free Public Library, 39 W. Main Street, Evansville, W I at 7:02 p.m. by Chairman Kendall
Schneider. Supervisors George Franklin and Don Krajeck were also present. The Pledge of Allegiance
was recited.
Having read the minutes, Supervisor Krajeck moved to waive the public reading of the minutes. Second
by Supervisor Franklin. The minutes of the December 7, 2006 meeting were approved as written.
Having read the minutes, Supervisor Krajeck moved to waive the public reading of the Budget Hearing
and Special Town Meeting December 7, 2006 minutes. Second by Chairman Schneider. The minutes of
the December 7, 2006 meeting were approved as written.
Sharon Franklin, Treasurer, reported balances as of December 31, 2006 as follows:
Local Government Investment Pool General Fund $1,013.88
Park and Recreation Fund $11,400.77
UB&T Money Market Sweep Account $1,486,636.07
Of which $30,000 is Contingency Fund
UB&T Checking Account $18,000
Leedlemill Bridge Certificate of Deposit $16,607.20

Treasurer’s report approved as read.
Constable’s Report & Dog Retainment Issues
Constable Kim Gruebling reported one issue that resolved itself.
Building Inspector’s Report
Town of Union Building Inspector, Bob Fahey, reported issuing two (2) building permits last month:

Public Comment: 5 minutes max/issue.
Quentin Yoeger complained about snow plowing by their driveway. No improvements on Ray
Weigands land. One trailer has been abandoned at Birchwood Mobile Home Park. Jim Larson
lost .4 acres on Long Road.
Final CSM Approval of Park Land
Rohloff’s were not present. This issue will be addressed at the next meeting.

Final CSM Approval of Crocker Land Division
Motion by Supervisor Franklin to sign the Certified Survey Map for the Crocker Land Division.
Second by Supervisor Krajeck. Motion approved by unanimous voice vote.
Sprint-Nextel Conditional Use Permit Conditions: Bond, Waiver of Liability, Plot Approval
Chairman Schneider moved to approve the plot dated # WI-0258-A dated 12/13/06 for the
Sprint-Nextel Tower at 7844 N. Cty M, Evansville, WI. Second by Supervisor Krajeck. Motion
approved by unanimous voice vote.
Territorial Rd Project Issues
Chairman Schneider is still holding the check for MSA awaiting the final work to be done.
Chairman Schneider is looking into 45 mph speed signs for the curve and delineators.
Supervisor Franklin moved that we buy new road signs for Territorial Rd. Second by Supervisor Krajeck.
Motion approved by unanimous voice vote. Supervisor Franklin will look into getting the brush removed
from the Enchanted Valley property to clear the vision triangle at the corner of Cemetery Rd and Territorial
Rd.
TRIP Funding Reimbursement & Application
Chairman Schneider is waiting for all work to be completed before he can complete the application.
Rock County Public Works Department Agreement 2007
Supervisor Franklin and Supervisor Krajeck met with Ben Coopman at the Rock County Public Works
Dept. Motion by Supervisor Franklin to sign the Rock County Local Road Maintenance Contract for 2007.
Second by Supervisor Krajeck. The Contract stipulates the town will spend $118,228.00 with a $8,000
paving aid subsidy. This includes $10,000 carried over from 2006. Clerk O’Leary brought up the concern
that $60,000 some dollars was unspent from the 2006 agreement and that the contract permits only a
$10,000 carryover. Motion approved by unanimous voice vote.
Cavalier Mobile Home Park License
Chairman Schneider drafted a letter to Cavalier Mobile Home Park. After some discussion, the
board decided to get the attorney involved. Motion by Supervisor Krajeck to use Attorney
Forbeck’s services in following up on the stipulations that were not met at Cavalier Mobile
Home Park and to have Bob Fahey conduct an inspection documenting previous and new
violations. Second by Chairman Schneider. Motion approved by unanimous voice vote.
Clerk O’Leary will send to Ken Forbeck:
- a copy of the Mobile Home Park Ordinance
- documentation of what mobile home park fees were paid/not paid
- an new inspection report
- plot plan submitted
- any fees and fines paid as per the stipulation
Ordinance Modification Doubling Fees for Permits Issued after Construction Has Started.
Bob Fahey indicated previously we had a doubling of fees if a permit is not received prior to starting
construction. He also requested a time limit of two years for completion. The fees would be changed in
the resolution. The two year limit would be changed. No action taken.
Robert Lay Land Transfer Deed
Chairman Schneider met with Bob Lay on December 20th. Changes needed to be made to the deed
forms and resent to him. Chairman Schneider prepared a contract to have the township maintain the road
right-of-way for 10 years on Bob Lay’s property abutting both Territorial and Bullard Roads
Clerk O’Leary will complete the changes and mail them to Bob Lay.

Motion to adjourn by Supervisor Krajeck. Second by Chairman Schneider. Meeting adjourned at 9:15
p.m.

There being no further business to come before the board, a motion was made by Supervisor Krajeck,
second by Supervisor Franklin to adjourn the meeting. Bills were approved for payment and the meeting
was adjourned.
