I thought it might be helpful to provide an overview of the process for creating a TIF district. Citizens will be able to see a first draft of the feasibility study for TID No. 6 at the Plan Commission meeting on Monday, April 3. The Plan Commission will be asked to pass a motion setting a public hearing on creating TID No. 6 at the next Plan Commission meeting in May. If the Plan Commission votes in favor of creating the district in May, it would go to the Council for a vote on June 13. If the Council votes to create the district, it must be approved by a Joint Review Board consisting of one representative each from the city, county, school district, technical college, and a citizen member. So creating a new TIF district is a relatively long process with lots of opportunities for public scrutiny and at least one public hearing.
