Park & Recreation Board Meeting Minutes
Monday, November 14 at 6:00 p.m.
Council Chambers, City Hall
1. Call the meeting to order @ 6:00 p.m.
Roll Call: Ald. Bill Hammann (Chair), Jerry Krueger, Sue Merritt, Barb Jacobsen, Karla Sendelbach, and Ron Carlson. Staff: Park Maintenance Supervisor Ray Anderson. Absent: Lauren Scott. Staff: Aquatic Director Rick Hamacher. Quorum not attained.
Minutes of September meeting unanimously approved on a Krueger-Sendelbach motion.

Lake Leota Draw Down Update
Draining Lake Leota went smoothly. The lake has already settled 1½ inches. There is a good steady flow of clear water through Allen creek. Removing the carp by FFA, S.O.L.E. and others prevented any noxious odors from the drying lake.
City’s engineering firm will inspect the dam and Main St. Bridge.
6. Aquatic Report
Veteran’s Memorial Pool: Solar Panels Construction Update – Project currently in design phase. Review construction plans next month.
Improvements and Maintenance Report
Leota Park New Bathroom Construction Update – Building is framed and roofed. High School students are doing a great job!
Bathrooms closed for the year.
New business
West Side Park Design
The 15-acre park location is currently baron, ready for grading, seeding & planting trees. By landscaping it in 2006 and allowing it to grow for a year, it may be ready for limited activities in 2007, such as soccer. We budgeted @ $60K ($4k/acre) for landscaping (grading, seeding & planting trees, etc.) and $10K for engineering services. Assign Foth & Van Dyke to Design the Landscaping Plan for West Side Park.
Grove Society Stump Grinding Bill
This invoice is for the removal of five stumps in the park on the lot where the Baker building sits. The Grove Society is requesting the Park Board to pay for stump removal ($150). The Grove Society plans to landscape it in the fall.
Recommend to finance committee to pay The Grove Society $150 bill for stump removal next to the Baker Building in the Park unanimously approved on a Krueger-Jacobsen motion.
The Park Board requests that The Grove Society request approval on all future expenses.
Discussion on Potential Future Agenda Items
Skate Board Park – $15,000 is budgeted in the 2006 for construction of a Skate Board Park in tennis court #3. Requesting meeting with the Evansville Skateboard club to discuss Skate Board Park construction plans.
Evansville Soccer Club – Why does the Sunday Soccer need to turn on the lights in the park?
Parks & Recreation Smart Growth Action Items – Develop action plan for 2006 Smart Growth implementation.
Update Evansville’s Park & Recreation Plan - adopted in 1999.
Franklin Street Park – playground equipment
Countryside Park – Shelter and bathrooms

I would be curious to know the status of the plans for the Franklin St park. We were promised improvements on this park once the road work was done, to be done this spring. What are the plans? This park has been neglected for long enough.
ReplyDeleteCueball thank your for the interest. Franklin park is on Franklin St off of I believe it is Exchange street and behind East Main. We have lived here for several years and they keep taking things out that park and have not been putting things back for the last couple of years. We were informed by Bill Connors this summer that this next spring after the road work was done. 2006. Mr.Connors had said they would be adding more playground equipment this spring.2006. It is a pretty sad park right now. They are also suppose to put up a chain link fence between the park and exchange street to keep the kids out of the road in case any balls go in the road or what ever. It has long been neglected.
ReplyDeleteThat is why I approached Mr.Connors on this subject because the kids that live in this area deserve a nice safe place to play. The fact of things is there have been more familys with kids move into the neighbor hood in the last five years than not. Kids who would play at the park if it had equipment in working condition and more of it.
